Free Text To Speech App For Windows 8: Speak +
Speak + is a free text to speech engine app for Windows 8 and 8.1 devices which allows you to type your text and then read it out via the inbuilt voice engines of Windows. When you launch the app, you will be presented with an interface where you will be able to type text at the dialog box at the top of the screen and then click on the speech button at the right of the dialog box. When you do so, you will be played back the text that you have entered in the dialog box at the top. You can control the volume of the speech engine via the control bar which can be brought up from the bottom of the screen by right clicking on the screen. Overall the app is a very well deigned and well optimized for all Windows 8 and 8.1 devices.

Main features of Speak + for Windows 8 and 8.1:
Speak + when installed and launched on your device, will present you with an interface as shown in the screenshot below.
In the above screen, you will be able to see a text field at the top of the screen. You can type text in it and then click on the Speak button next to the text field to play back the text that you have typed. The history of all the text that you have typed and played back will be presented in the box at the bottom of the text field. Here, you can choose to delete the text phrases by clicking on the trash bin icon towards the right of all the text phrases displayed in the history box.
You can also bring up the control bar of the app by right clicking anywhere on the screen. You can see the control bar of the app in the screenshot below.
In the control bar shown in the screenshot above, you will be able to see various toggles like the volume toggle at the bottom left of the screen, and you can also see the procedure of adding more voice engines into the app by clicking on the Voices button at the bottom right. When you click on the same, you will be presented with a screen as shown in the screenshot below.
The app can make use of all the voice engines built into Windows which can be selected via drop down menu at the top right of the screen. You can see the drop down list of the voice engines in the screenshot below.
